The One Place the Build Year Is a Real Variable

Across the Providence core the age of the housing is close to uniform. Statewide it is not, and that matters for both halves of a fire file.

Rhode Island's median residence was built in 1964 against a national median of 1981, so the stock is still old by national standards. But a 1964 median sits well the other side of the balloon-framing era, and comfortably below the 1978 line that governs lead. The rules are on our page covering the walls and the lead.

So Which of These Applies to Me?

The framing question turns on being roughly pre-1940, so much of the housing outside the core sits outside it. The lead question turns on being pre-1978, and a great deal of the state's housing is still inside that. It is entirely normal here to have a building where the fire behaved conventionally but the lead regime applies in full.

Later Framing Behaves Differently

Platform framing, which succeeded balloon framing, builds each storey as a separate platform so the wall cavities are not continuous from sill to roof. That gives a natural break at each floor level and makes concealed vertical spread far less likely.

Later still, engineered roof trusses and floor systems come out whole once heat has compromised the connections rather than being repaired in sections. So on newer stock the assessment question changes from what did the fire reach to whether the assembly can be saved.

Does That Make These Files Easier?

More predictable rather than easier. The uncertainty that dominates Providence files is largely absent, which means offers cluster more tightly and move less after inspection. Whether the answer is good news depends on what the fire reached, and at least it can be established by looking rather than by opening things.

The Lead Regime Does Not Thin Out

Worth being clear about because owners outside the core assume it is a city problem. Chapter 42-128.1 is state law. A pre-1978 rental dwelling in Warwick or Woonsocket sits inside the certificate regime exactly as one in Providence does.

So does the treble damages provision at section 42-128.1-11, the registration requirement at section 34-18-58, and the federal requirement that firms disturbing lead-based paint in pre-1978 housing be EPA-certified.

Distance Widens the Spread of Offers

Away from the core, contractors price travel and buyers price uncertainty about access. That widens the range of offers on the same property, because those who have visited price accurately and those who have not guess in one direction or the other.

Getting somebody to the property is worth more here than in the dense neighbourhoods where a buyer can form a reliable view from the street.
